CTD-29119 Corrected the [[BeginDate]] placeholder in scheduled emails to display only the date (MM/DD/YYYY), removing the timestamp.

CTD-29434 Resolved an issue where transportation requests were confirmed despite existing waitlists. It now correctly places new requests on the waitlist when no spots are available.
